Over the course of the last quarter-century, the HIV/AIDS epidemic has spread to every region of the country. The Centers for Disease Control and Prevention has estimated that in the 50 States, approximately 40,000 persons become infected with HIV annually. While AIDS cases remained concentrated in metropolitan areas through 2004, AIDS prevalence rates in nonmetropolitan areas rose. The United States population living with HIV/AIDS is diverse. Racial and ethnic minorities have been disproportionately affected by HIV/AIDS since the beginning of the epidemic, but in 2004 African Americans accounted for more new AIDS cases, more of those estimated to be living…
