Representative Etheridge, of the Second District of North Carolina, was first elected to the U.S. House of Representatives in 1996. He served on the Harnett County (North Carolina) Commission from 1973 to 1976 and as Chairman from 1975 to 1976. He served in the North Carolina House of Representatives from 1978 to 1988 and as North Carolina Superintendent of Public Instruction from 1988 to 1996.
