Elena Kagan, Solicitor General In 1934, a California chapter of the Veterans of Foreign Wars (VFW) erected a wooden cross on top of Sunrise Rock on Federal land in the Mojave Desert to serve as a memorial to war dead. Over the ensuing years, the cross served as a site of religious ceremonies and war memorial services. It has been replaced several times and is currently roughly eight feet tall and constructed from metal pipes.
