Joe Harris Sullivan was arrested in 1989 at the age of 13 and indicted as an adult for the rape and robbery of a 72-year-old woman in Florida. After a one-day trial, he was convicted by a six-person jury of two counts of sexual battery, two counts of burglary of a dwelling, and one count of grand theft. Presentencing reports noted that Sullivan had committed 17 criminal offenses in the two years prior to the rape, including several serious felonies.
