Howard I. Fox, Counsel of Record Founded in 1904, the American Lung Association is the oldest voluntary health organization in the United States. Its goal is to fight lung disease in all forms, including through environmental protection, tobacco control, research, and advocacy. It joined the EPA during the circuit court proceedings. Howard I. Fox is the managing attorney of Earthjustice Legal Defense Fund’s Washington, D.C., office. He is a 1979 graduate from New York University Law School.
