William Berggren Collins, Counsel of RecordThe State of Washington instituted the Promise Scholarship program in 1999, providing students who met academic and financial qualifications with around $1,500 for each of their first two years of college. Due to provisions of the Washington law and the State’s constitution prohibiting the use of State money to fund religious education, State officials determined that the scholarships were unavailable to students pursuing degrees in theology.
