Kim, Counsel of Record OnJune 26, 1976, the District of Columbia City Council passed the FirearmsControl Regulations Act, which banned non-law enforcement residents of theDistrict from owning handguns and automatic and semiautomatic firearms(handguns registered before 1976 were allowed under a grandfather clause). Thelaw also required all other firearms in a home to be stored disassembled,unloaded, or disarmed with a trigger lock. In 2003, six District residentsfiled suit against the city in Federal court, challenging the constitutionalityof the gun ban.
