The Commonwealth of Australia became an Annex I party to the UNFCCC on March 21, 1994. It acceded to the Kyoto Protocol on December 3, 2007. Kevin Rudd has served as prime minister of Australia since December 3, 2007. Prior to that, he had served in the Australian Parliament for nine years.
