Children’s health, an issue that usually inspires bipartisan cooperation, has become one of the most contested issues on this year’s congressional agenda. The State Children’s Health Insurance Program (SCHIP) widely considered a success is set to expire on September 30, 2007. The program was created in 1997 to insure children in families who have too much income to qualify for Medicaid and too little to afford private insurance. SCHIP currently covers approximately 6 million children. Like Medicaid, it functions as a partnership between the Federal Government and the States.
