Of the more than 43 million immigrants in the United States, about 11 million are undocumented, and roughly 3.6 million of undocumented immigrants were brought to this country before their eighteenth birthday. First proposed in 2001, and reintroduced in every Congress since then, legislation called the DREAM (Development, Relief, and Education for Alien Minors) Act would provide a pathway to legal status for those who arrived in the United States as minors, have lived here continuously for at least five years, and have not committed any crimes.
