Early last year, the Special Inspector General for Iraq Reconstruction (SIGIR) identified 2006 as the Year of Transition in Iraq Reconstruction. Throughout 2006, SIGIR tracked progress on a range of issues that challenged the success of the U.S. reconstruction effort in Iraq, including: · Helping the Iraqis fight corruption. · Improving security, especially infrastructure security. · Building the governance capacities of the Iraqi ministries and provincial governments. · Ensuring the sustainability of completed IRRF [Iraq Relief and Reconstruction Fund] programs and projects. · Increasing the participation of international donors. · Strengthening coordination among U.S. reconstruction agencies.
