Transatlantic Trade and Investment
In his February 12, 2013, State of the Union address, President Barack Obama announced that his administration planned to notify Congress of its intent to launch negotiations on a Transatlantic Trade and Investment Partnership between the United States and the European Union (EU), “because trade that is free and fair across the Atlantic supports millions of good-paying American jobs.” The announcement followed an exploratory process that began at the November 2011 U.S.–EU Summit, where a High Level Working Group on Jobs and Growth was charged with identifying policies and measures to increase U.S.–EU trade and investment to support mutually beneficial…
