Analysis of Turkey's Reforms
The decision on the candidate status of Turkey in Helskinki in 1999 has encouraged Turkey to introduce a series of fundamental reforms. A major constitutional reform was introduced in October 2001 aimed at strengthening guarantees in the field of human rights and fundamental freedoms and restricting the grounds for capital punishment. A new Civil Code was adopted in November 2001. Three sets of reform packages were adopted in February, March, and August 2002. The death penalty has been lifted in peacetime.
