The last time Congress raised the minimum wage was in 2007. In a bipartisan deal between House Democrats, Senate Republicans and then-President George W. Bush, Congress gradually increased the wage to $7.25 an hour by 2009 in exchange for tax cuts for small businesses. Since then, however, the federal minimum wage has been stagnant and is not indexed to inflation, making this the longest stretch that Congress has not raised the minimum wage since it was first established in 1938. …
