Since the passage of the Help America Vote Act (HAVA) in 2002, election administration has changed dramatically. Early voting was rare 10 years ago. Absentee ballot tracking, vote centers, and ballots on demand were unheard of. Live webcasts of the vote tabulation process were not available. Yet some of these innovations have become increasingly commonplace. By providing funds to States to modernize their voting systems and voter registration databases, HAVA was a catalyst for many election reforms.
