Robert ZoellickThe Continued Dumping and Subsidy Offset Act of 2000, also known as the Byrd Amendment, is a U.S. law that distributes revenue brought in from anti-dumping and countervailing duties to U.S. companies affected by the offending imports. In 2003, the total amount distributed was $293 million. A group of 10 nations and the European Union contended that the law violated the terms agreed to by the United States in the GATT treaty and petitioned the World Trade Organization (WTO) to so rule.
