The following responds to questions raised by Members of Congress and others regarding the implementation of the Total Information Awareness (TIA) program of the Defense Advanced Research Projects Agency (DARPA). What is the Total Information Awareness program? TIA is a DARPAgency research effort to create a prototype network that integrates innovative information technologies for detecting and preempting foreign terrorist activities against Americans.The program is a multiyear, phased, development effort.
