Context of the Agreement

Multilateral negotiations regarding Iran’s nuclear program date back to 2003 after the International Atomic Energy Agency (IAEA) reported on the existence of clandestine nuclear facilities at Natanz. In October of that year, Iran concluded an agreement with France, Germany, and the United Kingdom that contained provisions designed to alleviate international concerns regarding Iran’s uranium enrichment and heavy water reactor programs. Iran temporarily suspended aspects of its nuclear program and signed an Additional Protocol to its IAEA safeguards agreement, but also asserted its right to develop nuclear technology.
