U.S. Secretary of State Condoleezza Rice appointed Ambassador James B. Foley to be senior coordinator for Iraqi refugee issues in September 2007. Prior to this appointment, he was the deputy commandant and international affairs advisor at the National War College. He served as U.S. ambassador to Haiti from 2003 to 2005, and as U.S. deputy permanent representative to the United Nations and other international organizations in Geneva from 2000 to 2003.
