Representative Kaptur, of the Ninth District of Ohio, was first elected to the U.S. House of Representative in 1982. She was an Assistant Director for Urban Affairs at the White House from 1977 to 1980 and Deputy Secretary of the National Consumer Cooperative Bank from 1980 to 1981.
