Recent Action by Congress on Rewriting the Workforce Development Act
The Workplace Investment Act (WIA), enacted in 1998, replaced the Job Training Partnership Act as the primary Federal career development and job training program. It was designed to encourage the participation of businesses, principally through Workforce Development Boards (WDBs) chaired by private-sector members of local communities. WIA Reauthorization The authorization for most WIA programs expired at the end of Fiscal Year 2003, and they have been funded through the annual appropriations process.
