M. Reed Hopper, Counsel of Record Pacific Legal Foundation is a nonprofit public interest law firm formed in 1973 to defend individual and economic freedoms and support limited government. Mr. Hopper is a principal attorney at Pacific Legal Foundation and Chair of the foundation’s Patriot Action League working group to challenge excessive government regulation. His litigation primarily focuses on constitutional and environmental law. He is a graduate of the University of Pacific McGeorge School of Law.
