The United States of America is not a party to the United Nations Convention on the Law of the Sea (LOS). On October 7, 1999, U.S. President Bill Clinton transmitted the Convention and its accompanying 1994 Agreement to the U.S. Senate for ratification, but it has yet to be put to a vote. William H.
