Representative Stark, of the Thirteenth District of California, was first elected to the U.S. House of Representatives in 1972. He was the founder of Beacon Savings and Loan Association in 1961 and founder and President of Security National Bank of Walnut Creek (California) from 1963 to 1972. He is a member of the Ways and Means Committee, where he chaired the Health Subcommittee from 1985 to 1994, and the senior House Democrat on the Joint Economic Committee.
