Representative Hayes was first elected to the U.S. House of Representatives in 1998. From 1978 to 1981, he served on the Concord (North Carolina) Board of Aldermen, and from 1992 to 1997, he was in the North Carolina House of Representatives, where he was Majority Whip from 1995 to 1996.
