In early 1999, at the start of the 106th Congress, PresidentClinton called for an increase in the minimum wage of $1.00 perhour — from $5.15 to $6.15 — to be implemented overa two-year period.On January 19, Senator Edward M. Kennedy (MAD) introduced the legislation on behalf of the White House. S. 192, the Fair Minimum Wage Act, provided for an increase in the minimum wage to $5.65 an hour on September 1, 1999, and to $6.15 an hour on September 1, 2000.
