He served in the Oklahoma House of Representatives from 1966 to 1969; in the Oklahoma Senate from 1969 to 1977, and as Republican Leader from 1975 to 1977; as Mayor of Tulsa from 1978 to 1984; and in the U.S. House of Representatives from 1986 to 1994.
