Environmental Impact Statement — A detailed written statement to accompany a decision to proceed with major Federal actions affecting the quality of the human environment. Required by the National Environmental Policy Act, the environmental impact statement describes: the environmental impact of the proposed action; any adverse environmental effects that cannot be avoided should the proposal be implemented; alternatives to the proposed action; the relationship between local shortterm uses of the environment and the maintenance and enhancement of longterm productivity; and any irreversible and irretrievable commitments of resources that would be involved in the proposed action should it be implemented.
