Fourth Amendment and the Use of Force
On the morning of July 15, 2014, two New Mexico state troopers shot Roxanne Torres as she drove away from an apartment complex in an SUV. The police officers say they acted in self-defense, as she was about to hit them with the vehicle as they approached to ask her questions about an arrest warrant they intended to serve a woman living in the complex.
