On the morning of July 15, 2014, Roxanne Torres was dropping a friend off at an Albuquerque apartment complex when four New Mexico state police officers in tactical gear approached her car. Torres says she did not recognize the four as law enforcement and, instead thinking they were carjackers, panicked when they tried to open her driver-side door. As she hit the accelerator to drive away, two of the police officers, believing they were in danger of being struck by Torres’ vehicle, fired at Torres, hitting her in the back with two bullets. She was able to drive away, however. Because she had an outstanding warrant for her arrest, she did not contact the police. Instead she abandoned her damaged SUV and stole  a running car to drive to a town 75 miles way, where she sought medical attention. …
