On October 9, 2015, California Governor Jerry Brown signed the Reproductive Freedom Accountability, Comprehensive Care, and Transparency (FACT) Act into law. The measure was designed to address what supporting legislators believed was the problem of pro-life groups operating “crisis pregnancy centers” that posed as full-service women’s health clinics in the States. These centers, they contended, confused female clients, provided incomplete and sometimes faulty information about women’s health issues, and delayed pregnant women who may be seeking abortions from learning about State-subsidized facilities that provide them.
