Representative Velázquez, of the Twelfth District of New York, was first elected to the U.S. House of Representatives in 1992. She served on the New York City Council in 1984, as Migration Director of the Puerto Rico Department of Labor and Human Resources from 1986 to 1989, and as Secretary of the Puerto Rico Department of Community Affairs in the United States from 1989 to 1992.
