The rapidly increasing price of a college education has strained the finances of many American families. State legislatures around the country have attempted to provide assistance by establishing scholarship programs for qualifying students. In 1999, Washington State enacted one such program, called Promise Scholarships, which provided aid for the first four semesters of college to students who graduated in the top 10 percent of their high school class, met certain conditions of financial need, and planned to attend a university in the State.
