Since its passage in 1970, the Clean Air Act has led to significant reductions in the amount of pollution in the Nation’s air by forcing States to regulate such things as industrial soot and auto emissions. Business groups have complained, however, that the U.S. Environmental Protection Agency (EPA) misinterpreted its powers under the Act and has been setting unnecessarily stringent air-quality standards.In 1980, the Lead Industries Association sued the Federal Government, alleging that EPA did not take into consideration the economic and technical difficulties of meeting its National Ambient Air Quality Standards.
