Elena Kagan, U.S. Solicitor General The United States filed an amicus brief in this case because of the impact changes in police interrogation rights would have on Federal law enforcement. Elena Kagan was nominated by President Barack Obama to be solicitor general on January 26, 2009, and confirmed by the U.S. Senate on March 19, 2009.
