Winston Churchill famously called democracy "the worst form of government except all those other forms that have been tried from time to time." From the early use of paper ballots to lever machines, punch cards, and optical scanners, Americans have tried to perfect the mechanism of voting, to no avail. Throughout our Nation’s history, as soon as an innovative ballot process solved one problem, a new one emerged.
