Closing Guantanamo
In January 2002, President George W. Bush established the Guantanamo Bay prison at the U.S. Naval Base in Guantanamo Bay, Cuba, sending detainees there from the Afghanistan war. In 2009, in one of his first acts as President, Barack Obama signed an Executive order instructing the government to shut the prison down within a year. That has proved easier said than done, however, because of legal obstacles and opposition from Republicans and some Democrats in Congress to transferring detainees to U.S. prisons.
