Historically, the United States has left the regulation of election security primarily to individual States. Congress frst enacted legislation to fund election security in 2002, with the Help America Vote Act (HAVA). HAVA mandated that States upgrade their election procedures and created the U.S. Election Assistance Commission as a national resource for information regarding election administration.
