Recent Action on Campaign Finance Reform
Each succeeding Congress since 1986 has focused more intensely than the last on campaign finance reform; however, no bills have been signed into law. In the 101st, 102nd, and 103rd Congresses (1989 to 1994), the House and Senate each passed comprehensive bills to encourage candidates to comply with voluntary spending limits.
