Representative Allen, of the First District of Maine, was elected to the U.S. House of Representatives in 1996. He served on the staff of U.S. Senator Edmund S. Muskie from 1970 to 1971, on the Portland City Council from 1989 to 1995, as Mayor of Portland in 1991, and as Chairman of the Maine Clinton-Gore Campaign in 1992.
