In an effort to pull the United States out of its worstrecession since World War II, President Barack Obama on February 17, 2009,signed into law a $787 billion economic stimulus package called the AmericanRecovery and Reinvestment Act. Included in the bill is more than $100 billionin spending on infrastructure projects, such as roads, bridges, and buildingconstruction — work intended to spur domestic job growth. Infrastructure projects also require massiveamounts of raw materials, and during consideration of the bill, members of boththe House and Senate inserted “Buy American language into the measure, whichwould mandate that stimulus-funded projects use U.S.-made goods….
