The United Nations Commission on Human Rights, composed of 53 states, meets each year for six weeks during March/April in Geneva, Switzerland. More than 3,000 delegates from member and observer states and nongovernmental organizations participate. In June 2004, the UNCHR launched a special investigation into alleged human rights abuses at the U.S. detention facility in Guantánamo Bay, Cuba.
