Traditionally, States have been in charge of election laws and implementation. Today, several Federal agencies, including the Department of Homeland Security and the Department of Justice, play roles in national elections as well, tackling such issues as redistricting, contested results, and election security. In 2002, in the aftermath of the contentious 2000 presidential election, in which George W. Bush defeated Al Gore, Congress passed the Help America Vote Act (HAVA). HAVA mandated that States upgrade their election procedures.
