On May 13, the House approved a bill that would prohibit abortions after 20 weeks of pregnancy, except in cases of rape, incest, or threat to the mother’s life. H.R. 36, the Pain-Capable Unborn Child Protection Act, introduced by Representative Trent Franks (AZ-R), passed on a near party-line vote of 242 to 184. The bill’s passage followed months of negotiations involving anti-abortion groups, female Members of Congress, and leaders of both parties.
