U.S. Ratification Process. The Obama Administration submitted the New START Treaty to the Senate on May 13, 2010. The treaty package included the treaty text, the Protocol, the Annexes, the Article-by-Article analysis prepared by the administration, and the “1251 report” (required by Section 1251 of the National Defense Authorization Act for Fiscal Year 2010) on future plans and budgets for U.S. nuclear weapons. It also included the text of the unilateral statements made by the United States and Russia when they signed the treaty.
