The treaty package included the treaty text, the Protocol, the Annexes, the Article-by-Article analysis prepared by the administration, and the “1251 report” (required by Section 1251 of the National Defense Authorization Act for Fiscal Year 2010) on future plans and budgets for U.S. nuclear weapons.
