Representative Capps, of the Twenty-Third District of California, was sworn in as a Member of the U.S. House of Representatives in March 1998, succeeding her late husband, Congressman Walter Capps. She was the Representative from California’s Twenty-Third District from 1998 until 2002, when she was elected to serve the Twenty-Third District. She was Head Nurse at Yale New Haven Hospital from 1960 to 1963, an instructor at Santa Barbara City College from 1983 to 1995, and a nurse in the Santa Barbara School District from 1979 to 1996.
