The Washington, D.C.-based FCNL is a public interest lobby founded in 1943 by members of the Religious Society of Friends (Quakers). FCNL is a Quaker lobby in the public interest and the first registered national religious lobby in the United States. It represents 26 yearly meetings of the Religious Society of Friends. Joe Volk helped found the Arms Transfers Working Group, which developed the legislation and campaign for a U.S. Code of Conduct on Arms Transfers.
