Representative Stark, of the Thirteenth District of California, was first elected to the U.S. House of Representatives in 1972. He was the Founder of Beacon Savings and Loan Association in 1961 and Founder and President of Security National Bank from 1963 to 1972. He is a member of the Ways and Means Committee, where he is the Ranking Member of the Subcommittee on Health. He is also the Ranking Member of the Joint Economic Committee.
