Representative Charles B. Rangel, of the Fifteenth District of New York, was first elected to the U.S. House of Representatives in 1970. He served in the New York Assembly from 1966 to 1970. He is the Ranking Member of the Ways and Means Committee. He is also chair of the Congressional Narcotics Abuse and Control Caucus and a former member and founding chair of the Congressional Black Caucus.
